Introduction :
The Graduate Training Scheme (GTS) was launched by the Human resource Minister, Datuk Fong Chan Onn on 25 September 2001.

The target groups are Malaysians who have graduated with a degree or diploma and have remained unemployed.

The objective of the scheme is to assist and equip the unemployed graduates with Information and Communication Technology (ICT) and language skills to enhance their employability.

The Certificate in the English Language Course covers:

- Introduction
- Basic Communication (Level 1)
- Pre-Intermediate Communication (Level 2)
- Intermediate Communication(Level 3)

The course is to be completed in six months on a full time basis at the approved training providers’ premises.

The Objectives of the Study :

To evaluate the English language proficiency achievement of jobless graduates undergoing the GTS Certificate in the English Language Course at ELS KL and ELS PJ.

To evaluate provider readiness in the implementation of GTS at ELS KL and ELS PJ.
